• Broadband Segmentation.  A white paper examining of the changing US population, the impact of IP and broadband services on minorities and seniors, and the public policy ramifications of these factors.

• Network Neutrality: Phantom Problem, Unintended Consequences.  A primer for legislators, regulators and the media.

• Network Neutrality and Tiered Broadband Services -- a white paper examining the underpinnings of "network neutrality" and why mandating it through legislation is a bad idea.

• Principles For Broadband and IP Services -- a white paper and executive summary that outline core principles for the protection of consumer and industry interests in a deregulated broadband environment, and proposes a framework for broadband industry self-regulation.

• Municipal Wi-Fi Networks -- a white paper that examines municipal deployment of wireless Wi-Fi network and recommends steps for cities considering public Wi-Fi projects.

• Investment, Access, and Security: A Policy Environment For E-Government -- a White Paper that will be published as part of the 600-page US Government E-Business Report that will be distributed free of charge to Congress, Senate, Governors, Government Project directors, Mayors, City managers, all state and local government IT Directors and more.

• Bush and the Internet -- an assessment of how the incoming Bush administration will address technology issues, based on the technology platform and public comments of the President-elect.

• Financial Policies for Internet Companies. This White Paper by financial expert George Candella outlines 12 practices for Internet and e-commerce services that can build customer loyalty, reduce losses and enhance profits.

• Unsolicited Commercial E-Mail White Paper. It's one of the toughest issues in cyberspace, pitting freedom of speech against harassment. Legislative solutions to date don't go far enough for some, too far for others. Our Effective Control of UCE White Paper covers the debate over the issue.

• Cookies policy statement. The Internet Engineering Task Force asked for comments on a proposal, RFC-2109, to change the default state of cookie acceptance in browsers. Though some privacy groups hailed the idea, USIIA voiced its concern that the proposal would wreak havoc online without substantially resolving the privacy issues. Read the USIIA comments here.
